I heard the reserves was coming back. Is it true?

I read somewhere the reserves program was comeing back in mid august. I took it it was for this year since it said it was coming back. Is or was their some truth to this. Were they going to in august and possibly bringing it back sometimes soon. Or was this a common made up romor at the time?
