[Short question] Rocket launchers

I saw other people shooting 2 rockets at a time, is that a certification or just a bug?
If it's a certification, which one is it?

I thought that they had finally gotten rid of that bug. It should just be a graphical bug.

The second rocket doesn't do damage, it's just a bug.
