For the sneakier sort I bet an ACE pack would definitly hurt a tank perhaps even more than a rocket launcher.
No infantry rocket launchers (bazooka/panzerfausts) in WW2OL.. so I am quite used to running up the to the tanks and placing a pack of tnt onto a tank by now.  Yet by the ways it looks almost everyone is going to be packing a rocketlauncher, can't wait to see how balanced the tanks are to the AT guns.
