Exactly, Rexo isn't the best armor in every situation.

Ya. ReXo is built more for the 'crush' of combat, i.e. plasma 'nades flying everywhere, HA spamming, etc... Agile is built for versatility and speed, and is especially useful for SpecOps, which often involve very little actual combat.
